The Prefect?s Institution ? county of Brasov organized mid-June the session of the Consulting Commission of Brasov county, summoning all the county?s mayors. Among the topics on the agenda there where: the documentations required by the activities of drawing and creating the blazonry of the municipalities, towns and communes of the county, later to be refer to the county?s Heraldic Commission; the activity of the decentralized public services in the communes, updating the localities plans of defense against the floods; enforcement? stage of the landed propriety laws within the county, the schools? reorganization in order to create conditions appropriate to study and streamlining the education activity in the county?s communes.
The new Blazonry
Aurelian Danu, prefect of Brasov, renewed his urge to all the county?s mayors to establish blazonry projects and refer them to the county heraldic commission until August 1, 2006.
According to the general secretary of the County Council, Mariana Tiharau, the blazonry projects are collected at the Government General Secretariat and then approved through resolutions of the Executive. At the moment, only the blazonry of Brasov county goes through the final enactment procedure at the Government? seat. Brasov town will readopt the blazonry it used to have before 1940. It depicts a blue shield carrying the crown ad the roots, the traditional symbol of the town. Above the shield there are seven towers signifying the municipality rank.
As Marian Rasaliu, County Council vice-president stated, the blazonry occasioned various discussions and debates; the specialists? opinion decided the project.
During the prosecution of the decentralizing process, the local administrations will take over more and more attributions. ?Although the mayors declare not to possess the necessary funds to administrate the hospitals, several approaches will be made in order to allow the medical establishments to stipulate protocols with every community, to determine the localities to cover a part of the administrative expenses. The town halls will be assigned money for every pupil attending school, whether he shuttles or not? prefect Danu stated.
The decentralized institutions? representatives agreed that drawing projects and developing the collaboration between the institutions must be a constant preoccupation, while the social services must reach a European level.
Carmen Tanasescu, chief inspector of the county?s Scholastic Inspectorate, presented the reorganization strategy of the schools within the county?s limits in order to create conditions appropriate to the study and streamline the educational activity in the county?s commune.
Sub-prefect Szakal Andras presented the situation of the enforcement? stage of the landed propriety laws within the county until May 5, 2006: ?We required the local commission to hand over the county? commission the documentations of both landed propriety laws and real estates retrocession? enforcement. We are now analyzing the documentation?s legality; in just one year and a half we managed to validate 40% of 120.000 ha, which is much more than one third accomplished in 15 years?.
